Spurred by signs of future positive growth, recent data released by Transport Capital Partners (TCP) points to increased optimism for motor carriers in the form of increased volumes and rates.

It is hard not to write about the new motor carrier Hours-of-Service regulations that took effect on July 1 when there are so many parties that, quite simply, loathe them.

There has been no shortage of feedback from shippers and carriers regarding the new changes to the motor carrier hours-of-service regulations that the Federal Motor Carrier Safety Administration issued in July.

Bipartisan legislation introduced by a trio of Congressmen—Reps. Richard Hanna (D-NY), Tom Rice (R-SC) and Michael Michaud (D-Maine) aims to halt the 34-hour restart provision on the Federal Motor Carrier Safety Administration’s motor carrier hours-of-service (HOS) rules that took effect in July.

It has only been barely three weeks since the Federal Motor Carrier Safety Administration’s (FMCSA) new motor carrier Hours-of-Service (HOS) rules took effect. Before the July 1 effective date, there was (and still remains really) much speculation and conjecture surrounding exactly what the impact of the new rules is or will eventually turn out to be.

Hours of Service (HOS) changes announced in December 2011 are scheduled to go into effect on July 1, 2013. As this date gets closer, here is a summary of the impending changes: Within the 34 hour restart, a driver will only be able to use the restart once a week and Similarly, the 34 hour restart will need to include two 1 a.m. to 5 a.m. time periods.

The pending changes in truck driver hours-of-service (HOS) regulations will help drive trucking rates up between 4 and 10 percent in the coming year, analysts and trucking executives predict.
