Descartes January Global Shipping Report points to declining import volumes

A key takeaway of the report highlighted that December U.S. container import volumes saw a mild decline, down 1.3% compared to November, at 1,929,032 TEU (Twenty-Foot Equivalent Units), with a 21.3% annual decline. What’s more, December’s tally came in 1.3% ahead of December 2019, prior to the onset of the pandemic.

For November, the most recent month for which data is available, import volume for the ports covered in the report, came in at 1.78 million TEU, an 11.3% decline compared to October and a 15.8% annual decline. This represented the lowest monthly tally since February 2021, when it came in at 1.87 million TEU, the lone month in more than two years to come in below 2 million TEU.

POLA and POLB set to phase out Container Dwell Fee program

Going back to the initial announcement of this program in October 2021, POLA and POLB have seen a collective 92% decline in aging cargo on their respective docks. What’s more, while the ports’ respective executive directors had the authority from their harbor commissions to implement the fee, the fee was never activated, as cargo owners were able to clear their long-dwelling cargo off of their terminals.
Cass Freight Index sees mixed November shipment and expenditure readings

November’s shipment reading—at 1.201—was down 0.4% annually, falling short of the 2.9% and 4.8% annual gains seen in October and September, respectively. November expenditures—at 4.476—increased 4.7%, below October’s 11.1% annual increase and was up 50.7% on a two-year stacked change basis.

A huge 165-acre terminal and logistics hub with an on-dock rail facility is being built at the former site of the Bethlehem Steel plant in Sparrows Point. It is expected to ease capacity issues for Conrail and also boost growth at the Port of Baltimore, the nation’s 12th-largest maritime facility.

POLA and POLB postpone consideration of container dwell fee through November 18

This follows previous joint announcements by POLA and POLB, whom collectively account for roughly 40% of United States-bound import volumes, indicating that consideration of the fee would be pushed back each week. Going back to when the fee was initially rolled out on October 25, 2021, POLA and POLB said that the ports have seen a cumulative 69% decline in the amount of aging cargo on their docks.
